Here are the steps:
1. Go to https://www.paypal.com/row/mrb/pal=R9SDAJGCUTFLC. Take note of the "https". Please copy the link as provided so that you will not be redirected to a fake paypal site. Or just click Apply For Paypal (opens a new browser).
2. Click the Sign Up button.
3. Select your country and language. Fill in the Choose from Personal Account, Premier Account or Business Account. I use the Personal Account.
4. Next Fill up the required information and you're done.
Verifying Paypal Account
Remember, you paypal account must be verified so that you can withdraw money. If you haven't verified your paypal account yet, you can still receive money but you cannot withdraw. So how do you verify your paypal account? Very simple, just enter your credit card, visa card or debit card. Your card must have a transaction history (withdrawal or deposit), otherwise paypal will deny your card.
The EXPUSE or Expanded Use Number
After entering your visa card, you will be automatically included in Paypal's Expanded Use Program. You will have to wait for you EXPUSE number in your card's transaction receipt. If you have your EXPUSE number just input it in your paypal account to complete the verification and so that you will have no sending limit.
Can I use another persons credit card/visa card?
Definitely not. I contacted Paypal about this matter and they were explicit telling me that I can only use my own credit or visa card. So better apply for one if you have no card.
This is more of a crash course. So if you have questions, I will be happy to answer them.

Your mom can create a paypal account and use her credit card to verify it. And you can use it in selling blogger designs or templates. But you can't use your mom's paypal account if you join other programs.
So my suggestion is you verify your paypal account. Just apply for EON. it takes only a couple of days, then you can verify your account.
It's imperative that you have your own paypal account so that you can transact business under your own name..

I am so sorry for not responding ASAP. I did not notice you commented on this post.
Anyway, you can shop at ebay without a paypal. But if you want, you can apply at paypal by following the instructions in this post.
remember that you need to have a valid credit card or debit card to be able to apply for paypal.

@jhuy, debit cards work..Many filipinos use debit cards instead of credit cards..:))
